Honestly, I do not think Celestia would do such a thing again, has already lost once his sister, she not will risk losing Luna a second time, it would make the impossible to save his sister and avoid banish it again, not to mention that now there are the Mane 6, they defeated Nightmare Rarity once, I can defeat Nightmare Moon again without banish her to the moon again.

But if Celestia is willing to banish again Luna on the moon only to ensure another 1000 years of peace, then it proves to be an unfeeling tyrant towards his loved ones, and for this she would deserve the guillotine.

What is more important? A Thousand Years of Peace? Or Family? I think Celestia made the wrong choice. Family always comes first.

And for some of those decisions, they shall be judged. Rulership or no she betrayed family for peace. Heck she could have just swapped shifts six months of a year with her.
